One caption I read said it’s from paint on the propeller tip, but if that were the case, then the whole picture would be blurry. It’s actually a condensation trail caused by the compression of the humid air at the end of the propeller, similar to what you see coming off the wings of a fighter in high-G maneuvers. Here’s a Skyraider, a C-27 and an Osprey doing the same thing.

Sometimes on cooler mornings here in Florida I can get the Cessna’s prop to do that. I feel like a badass.
